All meetings of the Board shall be conducted in public, and the public has the right to attend all such meetings. Public expression at such meetings shall be permitted and a specific portion of the agenda shall provide for this privilege of the floor. At its discretion, the Board may invite visitors to its meetings to participate in the Board's discussion of matters on the agenda.
The Board recognizes its responsibility to conduct the business of the district in an orderly and efficient manner and will, therefore, require reasonable controls to regulate public presentations to the Board. A person wishing to be heard by the Board shall first be recognized by the Board President. He shall then identify himself and proceed with his comments as briefly as the subject permits. The President of the Board is responsible for the orderly conduct of the meeting and shall rule on such matters as the time to be allowed for the public discussion, the appropriateness of the subject being presented, and the suitability of the time for such a presentation.
Matters relating to the competence or personal conduct of individuals, including staff members, shall be brought before the Board of Education in written form only.
